Landmark Renewable Energy Initiative Completed in Abu Dhabi
In a major milestone for the UAE’s renewable energy sector, the Ministry of Defence has successfully completed the integration of solar power into two of its district cooling plants in Abu Dhabi. The project highlights the country’s growing commitment to sustainable energy solutions while strengthening public-private partnerships in the green energy sector.
A Collaborative Effort to Accelerate Decarbonization
The solar integration project is the result of a strategic collaboration between the Ministry of Defence, National Central Cooling Company (Tabreed), and Emerge — a joint venture between Masdar, the UAE’s leading clean energy company, and French energy conglomerate EDF Group.
In 2024, all parties signed a long-term agreement to implement and operate solar plants at the district cooling facilities for a period of 25 years. This partnership reflects the UAE’s model of combining government leadership with private sector expertise to advance its sustainability goals.
4,000 Solar Panels Delivering Clean Power
As part of the project, approximately 4,000 solar photovoltaic (PV) panels have been installed across the two cooling plants. These panels now provide 2.4 megawatts (MW) of clean electricity, directly powering critical components of the district cooling infrastructure, including thermal energy storage systems and chilled water pumps.
The newly installed solar capacity will reduce the plants’ reliance on conventional energy sources, lowering carbon emissions while ensuring uninterrupted, energy-efficient cooling for Ministry of Defence facilities.
An inauguration ceremony was held to mark the official commissioning of the solar-powered systems, symbolizing another important step in the UAE’s clean energy journey.
Strengthening Longstanding Partnerships
Khalid Al Marzooqi, CEO of Tabreed, emphasized the importance of the long-term partnership between Tabreed and the Ministry of Defence. “This installation further strengthens our relationship with the Ministry, which began with the commissioning of the first district cooling plant back in 1998,” Al Marzooqi stated.
Tabreed, a pioneer in district cooling technology, has been instrumental in optimizing energy consumption across the UAE by providing centralized cooling services that are significantly more energy-efficient than traditional air conditioning systems.
A Boost for Distributed Solar Solutions in the UAE
Michel Abi Saab, General Manager of Emerge, also underscored the broader implications of the project for the UAE’s renewable energy landscape. “This milestone reflects the growing momentum for distributed solar solutions across vital sectors of the UAE,” Abi Saab said.
Distributed solar — the practice of installing small-scale solar systems close to where the electricity is consumed — is becoming an increasingly attractive option for organizations looking to reduce energy costs and carbon footprints while increasing energy security.
Part of a Broader National Strategy
The Ministry of Defence’s solar initiative comes as part of the UAE’s wider strategy to diversify its energy mix and achieve net-zero emissions by 2050. The country has been rapidly expanding its renewable energy portfolio, both domestically and internationally.
In December 2024, Emirates Water and Electricity Company (EWEC) announced the securing of four sites in Abu Dhabi for the development of 4.6 gigawatts (GW) of new solar and wind projects. This ambitious expansion is expected to significantly boost the UAE’s renewable energy capacity over the next several years.
Meanwhile, the Mohammed bin Rashid Al Maktoum Solar Park in Dubai — one of the world’s largest single-site solar parks — recently surpassed 3.8 GW in installed capacity, underscoring the country’s rapid progress in solar energy deployment.
A Model for Future Public-Private Energy Projects
The successful implementation of the Ministry of Defence’s solar-powered district cooling plants serves as a blueprint for future clean energy collaborations between government entities and private sector leaders. By leveraging expertise from both sides, the UAE continues to demonstrate its ability to execute large-scale sustainable energy projects that deliver both environmental and economic benefits.
