Strategic partnerships with Masdar and Mawarid Group mark milestone in Middle East’s clean energy shift

Shanghai, 2025 April — Shanghai Electric has secured two historic agreements in the Middle East: a comprehensive wind energy cooperation pact in Oman and a 2-gigawatt solar energy project in Saudi Arabia, marking a clear step toward global leadership in renewable energy.

The agreements were reached with Oman’s Mawarid Group and Abu Dhabi Future Energy Company (Masdar), respectively, and were completed in early April.  They are very similar to Oman Vision 2040 and Saudi Vision 2030, which both place a high priority on global technological alliances, sustainable energy, and industrial localization.

The Sadawi Photovoltaic Project, Shanghai Electric’s most ambitious solar engineering, procurement, and construction (EPC) project to date, is covered under the Saudi agreement. The 2GW solar facility, which covers 40 square kilometers, is anticipated to provide more than 6 billion kilowatt-hours of electricity each year, which is sufficient to power about 700,000 households. Additionally, it is anticipated to cut carbon emissions by 3 million tons annually, which will greatly support the Kingdom’s National Renewable Energy Program.

The company has entered into a strategic partnership with the Mawarid Group, which focuses on wind energy in neighboring Oman. The agreement covers the development of local manufacturing capabilities, knowledge transfer, and turbine supply. The project intends to support local industrial growth, promote long-term energy resilience, and take advantage of Oman’s plentiful wind resources.

Leadership Comments on Regional Energy Goals

Wu Lei, Chairman of Shanghai Electric Group, called the agreements a “new chapter” in the company’s clean energy journey in the region.

“These projects deepen our partnership with Masdar and mark our entry into Oman’s wind sector. We aim to create benchmark renewable projects that highlight the strengths of China-Arab cooperation,” Wu said.

Masdar CEO Mohamed Jameel Al Ramahi echoed the sentiment, noting the broadening scope of collaboration.

“Our partnership with Shanghai Electric now spans solar, wind, storage, and hydrogen—key elements in reshaping the global energy landscape.”

Oman’s Minister of Energy and Minerals, Salim Al Aufi, welcomed the deal and underlined the government’s support for diversified energy solutions.

“Shanghai Electric’s innovation aligns with our Vision 2040 and Green Hydrogen Strategy. We’re eager to expand cooperation into other clean technologies,” Al Aufi said.

Regional Impact and Global Positioning

The twin agreements underscore Shanghai Electric’s deepening commitment to localized, tech-driven solutions in the Middle East. Beyond boosting renewable capacity, the projects aim to stimulate economic diversification, reduce fossil fuel dependence, and lay the groundwork for future clean energy initiatives across the region.

With these moves, Shanghai Electric strengthens its position as a global force in renewable energy, helping to accelerate the Middle East’s transition toward a sustainable, low-carbon future.
