Saudi Arabia’s Ministry of Municipalities and Housing has introduced a comprehensive “Real Estate Stimulus” program aimed at strengthening the Kingdom’s property sector, encouraging investment, and accelerating sustainable development.
Minister Majid Al-Hogail announced the initiative, which leverages advanced digital tools to transform land into high-value development opportunities. The integrated platform connects landowners, developers, investors, and financial institutions, providing services such as site analysis, feasibility studies, and investment facilitation. This approach is designed to enhance transparency, improve efficiency, and streamline development processes across the sector.
As part of the launch, Al-Hogail witnessed the signing of the first incentivized agreement under the program — a partnership between a landowner and a developer to transform a 130,000 sq. meter plot in Riyadh’s Al-Ared district. The project will include around 1,200 residential units within a mixed-use development that features housing, commercial areas, administrative spaces, and hospitality facilities.
According to the National Housing Co. (NHC), the program marks a significant milestone in strengthening the Kingdom’s real estate ecosystem. It supports a unified investment environment that helps stakeholders achieve sustainable returns while improving market transparency and reducing development timelines. The initiative also aligns with NHC’s broader mission to introduce innovative mechanisms, stimulate growth opportunities, and foster new partnerships within the real estate industry.
In parallel with the program’s launch, the ministry signed a cooperation agreement with NetZero during Cityscape 2025 to advance environmental sustainability. The collaboration focuses on increasing green cover, reducing carbon emissions, and supporting the goals of Saudi Vision 2030, the Saudi Green Initiative, and the Middle East Green Initiative. Key areas include smart afforestation projects, environmental studies, digital mapping of natural assets, and public awareness campaigns. NetZero will also support municipalities with sustainable planting programs, private-sector partnerships, and regular reporting on emissions reductions and carbon credits.
Logistics Sector Development
The Makkah Province Development Authority (MPDA) has also partnered with the National Housing Co. to develop the region’s logistics sector. The two entities will work together to strengthen logistics services and create a more robust framework for future development.
The agreement includes exploring new integrated logistics zones equipped with warehousing, operational facilities, logistics offices, and support services. These zones aim to improve the region’s ability to attract industrial and service-related investments and enhance connectivity between industrial areas and major transportation hubs. The initiative is expected to streamline the movement of goods, reduce operational delays, and boost overall supply chain efficiency.
This collaboration supports MPDA’s strategic objective to drive economic growth, improve infrastructure readiness, and provide competitive logistics solutions that benefit both public and private sector stakeholders.
Development of New Housing Units
NHC has also entered into an agreement with Saleh Abdullah Almuhana Co. to build 1,290 residential units within the Al-Woroud project in Al-Ahsa governorate. Valued at over SR651 million ($173.5 million), the project will expand housing choices and contribute to enhanced living standards across the Kingdom.
Al-Woroud is one of NHC’s major urban developments in Al-Ahsa, featuring modern infrastructure and integrated community and commercial services. The new partnership will add diverse residential designs tailored to meet different family needs, reinforcing NHC’s ongoing commitment to creating sustainable, well-planned communities.
The initiative highlights NHC’s efforts to strengthen cooperation with private-sector developers both domestic and international to accelerate urban development and support Saudi Arabia’s rapidly growing cities.
