Muscat: Oman is set to significantly expand its renewable energy sector with plans to develop four large-scale solar photovoltaic (PV) Independent Power Projects (IPPs), each with a generation capacity of 1 gigawatt (GW), beginning between 2028 and 2029.
The projects form a key part of the Sultanate’s strategy to increase the share of clean energy in its electricity mix, supporting its target of generating at least 30 percent of electricity from renewable sources by 2030 while raising overall renewable energy capacity to 45 percent.
The development roadmap was outlined in the Oman Electricity Transmission Company (OETC) Five-Year Annual Capability Statement (2026–2030). The state-backed transmission operator said the planned investments are designed to diversify Oman’s energy mix, reduce dependence on conventional fuels, and strengthen the national grid to meet rising electricity demand.
The expansion reflects Oman’s broader commitment to the Gulf region’s clean energy transition, with the country investing in large-scale solar and wind projects to improve long-term energy security and support sustainability objectives.
Four Utility-Scale Solar Plants
The first of the mega projects is the 1,000 MW Adam Solar IPP in Al Dakhiliyah Governorate. The project has already entered the procurement phase after Nama Power and Water Procurement Company (PWP) issued a Request for Qualifications (RfQ). According to OETC, the Adam Solar IPP is expected to begin commercial operations in 2028.
Three additional 1 GW solar facilities are scheduled to follow from 2029. These include the Al Kamil Phase II Solar IPP in Al Sharqiyah North Governorate, the Thamrait Solar IPP in Dhofar Governorate, and the Mahadha Solar IPP in Al Buraimi Governorate. Together, the projects will expand renewable electricity generation across multiple regions of the Sultanate.
Smaller Projects to Boost Capacity Earlier
Ahead of the four flagship developments, Oman will add several smaller solar projects to the national grid.
The 500 MW Ibri Solar III project is expected to be connected by 2027. In 2028, the country plans to commission the 400 MW Al Kamil I Solar IPP, the 280 MW Marsa Solar IPP, and the 500 MW Sinaw Solar IPP.
These projects are expected to strengthen Oman’s renewable energy portfolio while laying the foundation for the larger gigawatt-scale developments planned later in the decade.
