Oman to Develop Four 1 GW Solar Projects to Boost Renewable Energy Capacity by 2030

Oman is set to significantly expand its renewable energy portfolio with plans to develop four large-scale 1 GW solar photovoltaic (PV) Independent Power Projects (IPPs) from 2028 onwards, supporting the Sultanate’s goal of generating at least 30 percent of its electricity from clean energy sources by 2030.

The roadmap, outlined in the Oman Electricity Transmission Company’s (OETC) Five-Year Annual Capability Statement (2026–2030), forms part of the country’s broader strategy to diversify its energy mix, reduce dependence on fossil fuels, and strengthen long-term energy security.

The first of the planned projects, the 1,000 MW Adam Solar IPP in Al Dakhiliyah Governorate, is expected to begin operations in 2028 following the recent launch of a Request for Qualifications (RfQ) by Nama Power and Water Procurement Company (PWP). Three additional 1 GW solar projects are scheduled from 2029 onwards, including Al Kamil Phase II in North Al Sharqiyah, Thamrait in Dhofar, and Mahadha in Al Buraimi.

Ahead of these flagship developments, Oman will continue expanding its renewable generation with several medium-scale solar projects. These include the 500 MW Ibri Solar III, targeted for grid connection in 2027, followed by the 400 MW Al Kamil I Solar IPP, 280 MW Marsa Solar IPP, and 500 MW Sinaw Solar IPP, all expected to be commissioned in 2028.

Alongside solar energy, Oman is accelerating investment in wind power. Projects scheduled for completion in 2028 include the 105 MW JBB Ali Wind Farm, 300 MW Ras Madrakah Wind Farm (Duqm II), 800 MW Mahout Wind IPP, 125 MW Dhofar II Wind IPP at Harweel, and 120 MW Sadah Wind IPP, adding approximately 1.45 GW of new wind generation capacity.

Further wind expansion is planned beyond 2029 through the 100 MW Al Jazir Wind IPP, 300 MW Duqm III Wind IPP, and 220 MW Shaleem Wind IPP, contributing an additional 620 MW to the national renewable energy portfolio.

According to OETC, the rapid deployment of solar and wind projects is expected to increase the share of installed renewable energy capacity from 13.6 percent in 2026 to 45 percent by 2030. The transition will also require major upgrades to Oman’s electricity transmission network, including additional reserve capacity and grid flexibility measures to accommodate the variable nature of renewable generation.

The planned investments position Oman among the Gulf countries accelerating clean energy development, with large-scale renewable projects expected to play a central role in modernising the power sector, enhancing energy resilience, and supporting the Sultanate’s long-term sustainability goals.
