The region is taking the lead in the worldwide renewable energy transition thanks to multibillion-dollar investments, record-breaking solar arrays, and the lowest rates in the world. An economy that was formerly reliant on oil is now becoming a solar powerhouse, establishing itself as a major participant in the future of sustainable energy and setting lofty goals for renewable energy.
Riding the Global Solar Boom
With its wide desert landscapes and plenty of sunlight, the Middle East has taken advantage of this. Aggressive solar investments have been made throughout the region as a result of declining costs and the need for economic diversification. With massive projects, competitive solar auctions, and strategic alliances with major international energy companies, Saudi Arabia, the United Arab Emirates, Oman, Qatar, and Jordan are spearheading the movement.
The Middle East, with its abundant sunlight and vast desert landscapes, has seized this opportunity. Declining costs and the need for economic diversification have spurred aggressive solar investments across the region. Saudi Arabia, the UAE, Oman, Qatar, and Jordan are leading the charge with mega-projects, competitive solar auctions, and strategic partnerships with global energy giants.
Saudi Arabia and UAE Leading the Transition
Saudi Arabia’s Vision 2030 is one of the most ambitious renewable energy plans globally, targeting 50% of its energy mix from renewables by 2030 — requiring an installed capacity of 130 GW. ACWA Power, backed by the Public Investment Fund (PIF), has been instrumental in delivering key projects like the 1,500 MW Sudair Solar Park and the 2,060 MW Al Shuaibah 2 plant.
The UAE has become a leader in solar energy as well. With the help of a $54 billion investment in renewable energy, its Energy Strategy 2050 seeks to achieve 50% clean energy by the middle of the century. With photovoltaic (PV) and concentrated solar power (CSP) technologies, Dubai’s Mohammed bin Rashid Al Maktoum Solar Park is already among the biggest and most sophisticated solar facilities in the world, with plans to reach 5,000 MW by 2030. Abu Dhabi’s capacity to provide affordable solar power on a large scale is demonstrated by the 2,000 MW Al Dhafra PV project, which was built for a record-breaking tariff of $0.0135 per kWh.
Qatar, Oman, and Jordan Scaling Up Fast
Qatar has made rapid progress despite its heavy reliance on natural gas. The 800 MW Al Kharsaah Solar Plant, developed in partnership with TotalEnergies and Marubeni, now supplies 10% of the country’s electricity needs. Qatar’s next phase includes the Mesaieed (417 MW) and Ras Laffan (458 MW) projects, both scheduled for completion in 2024.
Oman’s renewable strategy includes the operational 500 MW Ibri II solar project and the upcoming 1,000 MW Manah I and II projects. Oman is also positioning itself as a hub for green hydrogen production, aiming to leverage its solar capacity to export clean hydrogen to global markets.
Jordan, with limited oil and gas resources, has embraced solar as a key energy solution. Its 200 MW Baynouna Solar Park and 103 MW Quweira Solar Power Plant have made Jordan one of the region’s most solar-dependent countries.
Driving Investment Through Policy and Innovation
The rapid expansion of solar power in the Middle East has been underpinned by strategic policy shifts and favorable investment environments. Competitive solar auctions, pioneered by Saudi Arabia and the UAE, have attracted global capital and driven down costs to record levels. Tariffs as low as $0.013 per kWh have undercut even the cheapest fossil fuel-based electricity.
Sovereign wealth funds like Saudi Arabia’s PIF and Abu Dhabi’s Mubadala have played a key role in financing solar mega-projects. Independent Power Producer (IPP) models, combined with long-term power purchase agreements (PPAs), have created a predictable and attractive investment climate.
Challenges to Overcome
Despite the progress, the region’s solar expansion faces significant challenges. Grid integration remains a major hurdle. Most of the Middle East’s power grids were designed around centralized oil and gas plants, making it difficult to manage the variability of solar power. Investment in smart grids and energy storage is essential to ensure grid stability.
Harsh climatic conditions — including extreme heat and dust storms — reduce solar panel efficiency and increase maintenance costs. Solutions such as bifacial panels, anti-dust coatings, and automated cleaning systems are helping to mitigate these issues.
Fossil fuel subsidies in some countries continue to distort energy markets, making solar less competitive. Regulatory delays and bureaucratic challenges also slow down project approvals in certain markets.
Green Hydrogen and Solar Storage: The Next Frontier
The next phase of the Middle East’s solar expansion will be defined by energy storage and green hydrogen production. Battery storage projects are being integrated with large-scale solar farms to provide round-the-clock power. The UAE and Saudi Arabia are investing heavily in energy storage infrastructure, while Oman and Qatar are exploring similar options.
Green hydrogen — produced using solar power — represents a transformative opportunity for the region. Saudi Arabia’s $8.4 billion NEOM Green Hydrogen Project, powered by 4 GW of solar and wind energy, aims to position the country as a major exporter of clean hydrogen. The UAE and Oman are also developing hydrogen production hubs to supply global markets.
Solar-powered desalination is another emerging opportunity. Saudi Arabia and the UAE are piloting reverse osmosis systems powered by solar energy, addressing water security challenges while reducing emissions.
