Masdar Bilasuvar Solar Plant Powers Azerbaijan’s Energy Transformation

Bilasuvar, Azerbaijan: Azerbaijan has taken another decisive step toward a sustainable energy future with the launch of the Bilasuvar Solar Power Plant, a project spearheaded by Masdar in partnership with SOCAR Green. Once complete, the 445-megawatt facility will be one of the largest solar plants in the region, reinforcing Azerbaijan’s commitment to clean energy and marking a new chapter in its energy transformation.

The installation of the first solar panel at the site, celebrated during a media briefing, was described by Abdulaziz Alobaidli, Chief Operating Officer of Masdar, as a “very important phase” in the project’s development. “We are proud to partner with SOCAR Green on this achievement, which marks significant progress in transforming Azerbaijan’s energy infrastructure,” Alobaidli said. He also thanked the Azerbaijani government, the Ministry of Energy, Azerenerji, and other national stakeholders for their ongoing support.

Building on Earlier Success

Masdar, the UAE’s flagship clean energy company, is not new to Azerbaijan. Two years ago, it successfully delivered the Garadagh Solar Power Plant, which has been generating renewable power since. Bilasuvar marks the second major project between the two nations, with additional agreements already signed for two more large-scale initiatives in the coming years.

“This project demonstrates our long-term commitment to Azerbaijan,” Alobaidli noted. “It is not only about delivering renewable capacity but also about creating an ecosystem of collaboration, knowledge sharing, and innovation.”

A Strategic Partnership

The Bilasuvar plant was made possible through a landmark agreement between the Azerbaijani government and Masdar to expand renewable energy capacity and support the creation of a dedicated green energy zone. This cooperation reflects the deepening strategic ties between Azerbaijan and the UAE, particularly in the field of sustainable development.

The foundation of the project was laid on June 4, 2024, in a high-profile ceremony attended by Azerbaijani President Ilham Aliyev and Sultan Ahmed Al Jaber, UAE Minister of Industry and Advanced Technology. The event symbolized the shared vision of both nations to accelerate the transition from fossil fuels toward renewable alternatives.

Scale and Advanced Technology

The sheer scale of the Bilasuvar project highlights its significance. Spread across 1,454 hectares of state-owned land, the facility will feature over 943,000 dual-sided solar panels manufactured by JA Solar in China. Each panel has a capacity of 625–630 watts, ensuring high efficiency and maximum output.

To optimize energy generation, the site will be fitted with 8,131 single-axis tracking systems, allowing the panels to follow the sun’s path throughout the day. An automated cleaning system will also be deployed, ensuring that dust and debris do not compromise performance — a key factor in regions with arid climates.

The project has drawn expertise from across the globe, with specialists from China, Türkiye, Spain, and other countries contributing to its design and implementation. Crucially, around 1,500 local workers from Bilasuvar will be employed during the construction phase, underscoring the project’s role in supporting community development and creating economic opportunities.

Regional and Global Significance

Beyond its technical specifications, the Bilasuvar Solar Power Plant carries broader implications for Azerbaijan and the wider region. For Azerbaijan, a country historically dependent on oil and gas, the project represents a decisive move toward energy diversification. By investing in solar and other renewable technologies, the nation is seeking to reduce carbon emissions, enhance energy security, and position itself as a regional leader in green energy.

For Masdar, the project consolidates its growing presence in Central Asia and reflects its strategy of forging partnerships that deliver long-term value. The Bilasuvar facility will also contribute to the global effort to accelerate renewable adoption, aligning with international climate goals such as the Paris Agreement and the UAE’s own Net Zero by 2050 strategic initiative.

Employment, Community, and Knowledge Transfer

Another key dimension of the Bilasuvar project is its socio-economic impact. With hundreds of local workers set to participate in construction, the initiative is creating immediate employment benefits. Once operational, it is expected to generate new opportunities in plant operation, maintenance, and associated services.

Moreover, the collaboration is fostering knowledge transfer between international experts and local professionals, helping to build Azerbaijan’s domestic expertise in renewable energy. This is vital for the country’s long-term ambition to establish a self-sustaining clean energy sector.

Looking Ahead

The Bilasuvar Solar Power Plant is scheduled to be fully operational by 2026. Once online, it will provide enough clean energy to power hundreds of thousands of homes, displacing a significant portion of carbon-intensive electricity generation. Its success is expected to serve as a model for future projects, encouraging additional investment in renewable energy across Azerbaijan and the broader region.

As Abdulaziz Alobaidli emphasized, the project is more than just a plant — it is a milestone in Azerbaijan’s energy transformation. “This achievement reflects the strength of our partnerships and our shared vision for a cleaner, more sustainable future,” he said.

A Milestone for Clean Energy in MENA and Beyond

The Bilasuvar project adds to a growing portfolio of renewable initiatives in the Middle East and North Africa. With governments across the region accelerating their clean energy agendas, Masdar’s collaboration with Azerbaijan demonstrates how international partnerships can fast-track the shift to sustainable power.

By 2026, when the first electricity flows from Bilasuvar, the plant will stand not only as an energy generator but as a symbol of transition — from hydrocarbons to renewables, from dependence to diversification, and from local ambition to global leadership.
