Kuwait is preparing to announce the winning bidder for its 1.1GW Al Dibdibah Power and Al Shagaya Renewable Energy Phase III Zone 1 solar PV project, with the decision expected in June, according to local Arabic daily Aljarida.
The tender process for the project was launched in June 2025 by the Kuwait Authority for Partnership Projects (KAPP), which invited prequalified companies and consortiums to submit proposals. Initially, bids were due by September 14, 2025, but the deadline was later extended to January 15, 2026. Technical and financial bids were ultimately received in January 2026.
Energy and Water Minister Subaih Al-Mukhaizeem said the ministry is also nearing the completion of bid submissions for two additional major projects in the power and water sector. These include the second phase of the Al Shagaya development—covering a 500MW solar PV plant under Phase III Zone 2—and the first phase of the Al Khairan Independent Water and Power Producer (IWPP) project.
According to earlier reporting in February 2026, deadlines for these projects have seen multiple extensions. The 500MW Al Shagaya Phase III Zone 2 project was pushed to the end of April 2026, while the Al Khairan IWPP Phase 1 submission deadline was extended to May 31, 2026, from its earlier April 30 date.
Together, these projects highlight Kuwait’s continued push to expand renewable energy capacity and strengthen its long-term power and water infrastructure, as the country works to diversify its energy mix and meet rising domestic demand.
