The Gulf Cooperation Council’s leading economies, the United Arab Emirates and Saudi Arabia, are pressing ahead with ambitious renewable energy plans despite ongoing conflict in the Middle East, with little evidence so far of disruption to long-term strategies.
According to a recent report by S&P Global Ratings, clean energy remains a cornerstone of the Gulf’s economic transformation, supporting diversification, decarbonisation, and the preservation of higher-value oil and gas exports. Saudi Arabia is targeting around 50% renewable energy in its power mix by 2030, while the UAE plans to triple its clean energy capacity and achieve net-zero emissions by 2050.
Projects Continue Despite Regional Risks
So far, renewable energy projects across the Gulf have largely remained on track. While geopolitical tensions have introduced additional risks for infrastructure financing and execution, most developments continue to move forward as planned.
However, analysts caution that a prolonged or escalating conflict could affect the sequencing of projects and slow the pace of capital deployment in the future.
Shipping Delays Emerge as Early Challenge
One of the first signs of pressure has appeared in supply chains. Equipment shipments passing through the strategically critical Strait of Hormuz have experienced delays, creating logistical challenges for some projects.
Despite this, most renewable developments are protected by long-term power purchase agreements (PPAs), which include provisions that shield developers from temporary delays. As a result, project viability and medium-term timelines remain largely secure.
Renewables Show Operational Resilience
Renewable energy assets in the GCC have demonstrated strong operational stability during the conflict. Unlike fossil fuel-based systems, solar photovoltaic plants are less exposed to fuel price volatility and benefit from automated operations, lower staffing needs, and localized maintenance resources.
Grid Integration Becomes the Next Hurdle
As solar and wind capacity expands rapidly, governments are now facing a more complex challenge: integrating renewable energy into national grids.
The Gulf region benefits from abundant sunlight, low solar production costs, and vast land availability. However, electricity demand remains consistently high—driven largely by air conditioning—and often extends into the evening when solar output declines.
This mismatch between energy generation and peak demand is placing increasing strain on grid stability and highlighting the urgent need for energy storage solutions.
Battery Storage Gains Strategic Importance
Utility-scale battery storage is emerging as a key solution to balance supply and demand. By storing excess solar energy generated during the day and releasing it during peak hours, batteries can help deliver reliable, round-the-clock clean power.
Both Saudi Arabia and the UAE are now leading large-scale battery deployment efforts. In the UAE, Emirates Water and Electricity Company and Masdar are developing a major solar-plus-storage project combining 5.2 gigawatts of solar capacity with 19 gigawatt-hours of storage. The facility is expected to supply up to 1 gigawatt of continuous clean electricity, demonstrating the potential of integrated renewable systems.
Higher Oil Prices May Boost Clean Energy
Looking ahead, S&P Global Ratings notes that higher oil and gas prices—often driven by geopolitical instability—could actually strengthen the case for renewable energy. By reducing domestic consumption of hydrocarbons, Gulf countries can increase export revenues.
At the same time, rising demand from data centres, artificial intelligence infrastructure, and global technology companies is expected to drive further growth in the clean energy sector. As these industries seek reliable, low-carbon electricity, solar-plus-storage projects in the GCC are likely to play an increasingly important role in meeting 24-hour power demand.
Overall, while regional conflict presents new challenges, the Gulf’s renewable energy ambitions remain firmly on course, underlining the strategic importance of clean power in the region’s future economy.
