Cairo, Egypt – Egypt has awarded a $560 million engineering, procurement and construction (EPC) contract for the West Minya Solar Power Project to a joint venture between Hassan Allam Construction and India’s Sterling and Wilson Renewable Energy, marking another major step in the country’s accelerating renewable energy expansion.
The project will be delivered through a 50-50 partnership, with the consortium responsible for the complete engineering, procurement and construction of the facility. The scope includes the solar power plant, battery energy storage system, transmission infrastructure, grid connection, and all associated balance-of-plant works.
Located in Minya Governorate in Egypt’s western desert, the development will feature 1,000 megawatts (MW) of solar photovoltaic capacity paired with a 600-megawatt-hour (MWh) battery energy storage system (BESS). Once operational, it is expected to rank among Africa’s largest integrated solar-plus-storage projects.
The West Minya facility forms part of the wider Nefer Menya renewable energy initiative. Infinity Power Holding is the project’s majority shareholder, while HAU Energy—a platform backed by Hassan Allam Utilities, the European Bank for Reconstruction and Development (EBRD), and French infrastructure investor Meridiam—holds the remaining stake.
The EBRD is also considering providing up to $170 million in senior debt financing, highlighting continued international confidence in Egypt’s expanding clean energy sector. The project’s financing model brings together regional developers, multilateral lenders, global infrastructure investors, and international engineering expertise, reflecting the increasingly global nature of renewable energy investment across Africa.
The contract award comes shortly after Egypt secured $801 million in funding support from the European Union for a separate power grid expansion project, further strengthening the country’s position as one of Africa’s leading destinations for renewable energy and infrastructure investment.
For Hassan Allam Construction, the West Minya project adds to a growing portfolio of high-value regional contracts. The company recently won a SAR 2.7 billion (approximately $727 million) contract to develop the Waldorf Astoria Hotel and Mixed-Use Superblock within Saudi Arabia’s Diriyah project, reinforcing its expanding presence across major infrastructure developments in both the Middle East and Africa.
