The Egyptian government has awarded a golden licence to Nefer Minya Renewable Energy to develop a major 1 GW solar power project integrated with a 600 MWh battery energy storage system in Minya Governorate.
The project is being developed by a joint venture between Infinity Power Holding and HAU Energy, with total investment estimated at approximately $750 million, according to a statement from Egypt’s Cabinet.
The developers are also seeking $170 million in financing from the European Bank for Reconstruction and Development (EBRD). A decision on the proposed financing is expected by September 9.
The renewable energy project is expected to generate significant employment opportunities. Around 2,500 engineers, technicians and workers are projected to be employed during the construction phase, while additional jobs are expected once the facility begins commercial operations.
The solar and battery storage complex will cover approximately 20 square kilometres west of the Nile in the West Minya area. Construction is scheduled for completion by September 30, 2027.
Egypt’s golden licence system is intended to accelerate large-scale investment by bringing multiple government approvals, including construction permits and land allocation, under a single authorisation.
The latest approval comes as Egypt steps up efforts to expand renewable energy capacity and reduce its reliance on conventional power generation. The government is targeting renewables to account for 45% of the country’s electricity mix by 2028.
The Minya project, combining large-scale solar generation with battery storage, is expected to support Egypt’s renewable energy ambitions while helping strengthen the country’s electricity infrastructure and energy security.
