Chinese Consortium Secures $1.7 Billion EPC Contract for Abu Dhabi’s 2.6GW Taweelah C Power Project

A consortium led by China Energy Engineering Corporation (CEEC), commonly known as Energy China, has secured a $1.7 billion engineering, procurement, and construction (EPC) contract for the Taweelah C Independent Power Producer (IPP) project in Abu Dhabi.

According to reports, Energy China, alongside its subsidiaries Energy China International, Energy China Guangdong Power Engineering Co., Ltd., and Energy China Guangdong Electric Power Design Institute, has been appointed as the general EPC contractor for the 2.6-gigawatt (GW) combined-cycle gas turbine (CCGT) power plant.

The project is expected to be completed within 32 months and represents one of the UAE’s major investments in power generation infrastructure.

Under the contract, the consortium will oversee the project’s full scope, including engineering design, equipment procurement and supply, factory testing, transportation, civil construction works, equipment installation, commissioning, personnel training, and maintenance services during the warranty period.

The EPC award follows the recent selection of a development consortium led by Abu Dhabi National Energy Company (TAQA) by Emirates Water and Electricity Company (EWEC). The consortium also includes Saudi Arabia’s Aljomaih Energy and Water Company and Singapore-based Sembcorp Industries.

The Taweelah C facility will be developed within the Al Taweelah Power and Desalination Complex, located approximately 50 kilometers northeast of Abu Dhabi. The industrial hub currently hosts two gas-fired power plants with a combined generation capacity of 3.9 GW, along with two large-scale seawater desalination plants, making it one of the UAE’s key energy and water infrastructure centers.

Once operational, the Taweelah C project is expected to strengthen Abu Dhabi’s power generation capacity and support the emirate’s growing electricity demand while enhancing overall energy security.
