In a conversation with Kesavaraman Arumugam, Jacobs’ Mechanical, Electrical, and Plumbing (MEP) Director for the Middle East, the global engineering firm outlined how energy efficiency is being embedded into the DNA of modern infrastructure projects. From passive strategies and digital twins to performance-based delivery models, Arumugam explained how the region is moving from sustainability goals “on paper” to real-world outcomes.
Designing with Efficiency from the Start
Arumugam emphasized that energy efficiency must be integrated from the earliest stages of design. In the Middle East’s climate, this involves strategies that reduce operational costs, optimize building performance, and deliver future-ready infrastructure.
“My role focuses on embedding energy efficiency principles from the outset,” he said. “By using integrated design strategies, we can create developments that not only lower emissions but also align with Jacobs’ global strategy for delivering high-performing, resilient infrastructure that supports net-zero ambitions.”
Clients Setting the Bar Higher than Regulations
While many building codes in the region are still evolving, Arumugam noted that developers are already aiming for net-zero and even net-positive outcomes. Driven by environmental, social, and governance (ESG) priorities, as well as access to green financing, clients are voluntarily going beyond compliance.
He explained that these goals are more than environmental—they also make business sense. “Sustainability targets attract top tenants, enhance property value, and improve long-term commercial performance,” he said.
Digital Twins and Operational Readiness
Technology is also reshaping how buildings are designed and operated. Digital twins—virtual models of real-world assets—allow project teams to simulate energy use, identify inefficiencies, and optimize performance before construction begins.
“Once operational, digital twins enable real-time monitoring, predictive maintenance, and ongoing optimization based on actual conditions,” Arumugam said.
At the same time, operational readiness is evolving from being a technical handover process to a full performance assurance model. Testing in real-world conditions, staff training, and frameworks like “soft landings” ensure buildings meet energy targets from day one.
Passive Design in a Harsh Climate
In a region where cooling demands are among the highest in the world, passive design strategies are essential. By optimizing building orientation, maximizing natural airflow, and using shading to limit sun exposure, architects can significantly reduce cooling loads.
“Green roofs, courtyards, and natural light strategies not only improve comfort but also reduce electricity consumption,” Arumugam explained. “These design choices create sustainable, cost-effective buildings suited to the Middle East’s extreme climate.”
Policy, Collaboration, and Regulation
Large-scale projects are increasingly benefiting from alignment between government frameworks, developers, and delivery teams. Initiatives like UAE Net Zero 2050 and Saudi Arabia’s Vision 2030 are setting national benchmarks, while voluntary certifications such as LEED are helping developers measure performance.
“Energy performance is no longer just a regulatory checkbox,” said Arumugam. “It’s becoming central to how major projects are delivered.”
Certainty in Complex, Energy-Efficient Projects
Delivering complex, energy-efficient developments requires precision in both planning and execution. Jacobs employs integrated project delivery models to bring stakeholders together early, reducing risks of rework and delays.
Digital tools such as Building Information Modeling (BIM) help coordinate design across disciplines, while phased energy modeling ensures performance targets are tracked at every stage. Performance-based contracts and real-time monitoring provide further accountability.
“Regular workshops with all stakeholders help resolve issues early and maintain shared responsibility for meeting sustainability goals,” Arumugam noted.
